Financial Services Agency of Japan (FSA)

1. What is Japan’s FSA?

Japan’s Financial Services Agency is a key government body responsible for financial administration. Its duties include planning financial systems, supervising financial institutions and regulating securities markets. Licensing and supervision are divided between the FSA and local finance bureaus established by law, according to their respective authorities.

2. Key responsibilities

  • Maintaining financial-system stability and supervising financial institutions.
  • Regulating securities markets and financial-instrument transactions.
  • Promoting consumer protection, disclosure and fairness in financial services.

3. How to check registration or licensing information

  1. On the website, look for registers of registered financial institutions, financial instruments business operators and administrative measures.
  2. Search by the legal name in Japanese, registration number or business category, and verify the current status and scope of permission.
  3. Check the institution’s official website and contact information. Do not assume an overseas brand is licensed in Japan solely because it is affiliated with a group.

4. Important points

Japanese registration categories and financial-product scopes vary. Notices and lists on the FSA website should be interpreted in the context of the specific business. Registration does not mean an investment is risk-free.

5. Official information

6. Details for checking financial-service registrations in Japan

Japan FSA regulatory registers distinguish business categories; registration as a financial instruments business operator, investment manager, investment adviser or funds-transfer provider is not interchangeable. Search by the Japanese legal name and registration number, and check information from the responsible local finance bureau, registration status and notices of administrative measures. Searching only by an English brand name may not identify the correct legal entity.

For overseas platforms soliciting customers in Japan, verify the legal basis on which they provide the relevant service in Japan. Registration held by an overseas parent or another group company does not automatically give the actual contracting website the same status. Confirm the customer-agreement entity, the account receiving funds and the complaint channel. Be wary of high-leverage offers and promises of guaranteed returns. If the information does not match, stop funding the account and contact the FSA or relevant local finance bureau.

Checklist for checking Japanese financial-service registrations

Search first by the Japanese legal name, registration number and information from the relevant local finance bureau; do not rely on an English brand name alone. After locating a record, confirm the business category, registration status, applicable products and restrictions, then compare them with the contracting entity, platform operator and recipient of funds. A company-registration entry without the relevant financial-business registration is not evidence that the company can provide securities investment or leveraged forex services.

The Japan FSA and local finance bureaus publish administrative measures and warnings about unregistered operators. Check those notices as well as the licensing register. A cross-border platform may advertise under the name of an overseas parent or group company; confirm the entity actually serving Japanese residents and its legal basis for doing so. Keep the search date and contract version. If registration information changes or names do not match, consult the official authority and stop adding funds until the issue is resolved.
